The US military says it's non-lethal and calibrated only to penetrate human skin to a depth of 4mm.  So if they can calibrate it, then they can alter that setting.  Wow, scary sci-fi stuff.

 

So, when do they reveal the flying saucers they've been working on?

Just imagine if some poor drunkard walks into it and falls and can't get up.

 

I'd say if you don't run away from it that it can pretty much cook your skin over a long period of exposer.
