This is the game's opening title card. The game in question is not obscure, either.
(Yes, this one is probably a bit unfair. But hey, it's supposed to be a challenge, right? Don't worry; if nobody guesses it after a few days, I'll post a more helpful screen shot.)

Could it be a highly cropped scene from the Time Machine?

This is 100% "fair play". It's an in-game screenshot, not concept art or a picture from a website, and it has not been cropped or edited in any other way.

(Technically, the scene that immediately follows is a grayscale version of the above. The game has a transition in which the colors fade in gradually, but since the colors in the image are rather muted, as you can see, the actual effect is nicely subtle.)

(And for the record: the title card in my first screen shot shows a badly formatted "1912", because for some reason when Lights Out runs under Wine, font selection is all screwed up, and nearly all text fails to fit in its given space. Very frustrating.)

Status : Offline | I have to say, Brian, that the first screenshot was really tricky! The second picture made it much easier to guess the game.
Even though I had bought “Lights Out” when it was originally released in 2004, I never finished it. Great atmosphere but way too boring and with very few actual puzzles! I recently bought the “Adventures in Terror” pack, a very nice collection including “Barrow Hill:Curse of the Ancient Circle” plus improved versions of the first two “Dark Fall” games, but never found the time to check them out. Your screenshot reminded me of “Lights Out” and I spent last night playing it. Can't say that this "new and improved" director's cut version made me change my mind... still the same boring game I played 7 years ago.
Well, I have already posted a screenshot so there is no need for a new one. Let’s wait for a couple of days and if no one guesses it during the weekend, I’ll post another hint (more explicit than the first one) on Monday.

Yeah, I would have been quite surprised if anyone had gotten it from that. (I myself would have recognized it at once, but only because I saw it so many times while unsuccessfully trying to fix the font issue.)
Even though I had bought “Lights Out” when it was originally released in 2004, I never finished it. Great atmosphere but way too boring and with very few actual puzzles! Your experience is different from mine. I actually liked the puzzles -- for the most part I found them well-integrated with the plot. (The main puzzle is of course, first, what the heck happened here? and then later, how can it be fixed?) My main complaint with Lights Out, as I think I've mentioned elsewhere, is that it's too easy to finish the game without having really understood the game's backstory. (Which is due to a combination of an area that doesn't need to be visited to finish the game, a puzzle that can be brute-forced too easily, and excessive reverb on one of the voices.)
Hadn't heard of that. Do you know what exactly is different about this version?

It also includes PDF guides for the games and an extra CD with their soundtracks. It was released about a year ago by Iceberg Interactive and it’s being sold in most european countries for the very reasonable price of 15-20 Euros (around $20-30). In Greece, for example, you can find it in most computer shops for 20 Euros.
All three games have been made compatible with newer Windows versions (Vista and 7) and “Lights Out” has also been improved by its creator, Jonathan Boakes, in several ways. In the PDF guide that comes with the game, J. Boakes mentions that this new “director’s cut” version includes some new characters and “apparitions” that weren’t present in the first edition of the game, changes to some puzzles to make them more intuitive and user-friendly and even some slight changes to the plot that make the story more cohesive and logical. The other two games are the same as the original versions.
If you already have all three games, there is no need to waste your money on this collection, but if you don’t, then it’s worth picking up. I don’t know if you can find it at store shelves in the USA, but there is an american seller on ebay.com, selling it for $20. Check it out if you’re interested: http://cgi.ebay.com/Adventures-Terror-British-Horror-Collection-PC-New-/120622615881?pt=Video_Games_Games&hash=item1c15ab0d49
I also see that no one guessed the game that my screenshot comes from during the weekend, so here’s a second hint that should be more helpful:
The game takes place in...
Spoiler Alert...futuristic Manhattan.
I assure you that it’s not some kind of obscure game that only a handful of people have ever heard of and even fewer have actually played. It was released by a well-known and respected company and several “veterans” of adventure gaming consider it a classic. It’s just quite old and for this reason younger gamers who weren’t around during the ’90s have probably never heard of it.

Status : Offline | Excellent, Lady Kestrel, the screenshot is indeed from the introduction of “Bloodnet:A Cyberpunk Gothic” released by Microprose in 1994 for PC and Amiga. Even though it is mostly an adventure game, it also has a lot of RPG elements, like character creation, recruitment of NPCs who help you out during the game and of course combat sequences, which can be quite tough for the average adventure gamer (and even for experienced RPG gamers). If you also take into consideration the generally difficult and sometimes unfair puzzles and the fact that one wrong step can mean death (yours and your comrades), “Bloodnet” is in my opinion one of the hardest games ever made. However, the incredible atmosphere and the excellent story more than make up for the game’s extreme difficulty and if you’re a cyberpunk enthusiast, you’ll find yourself in gamer’s paradise. Too bad Microprose stopped making adventure games after the mid-90s.

*edit* This screenshot might be a bit too hard. Overall, this game got some very poor reviews (unlike part 1 in the series which for the most part got good reviews). The series itself seem to be largely forgotten these days.
