The journalist is Jack Lorski, the person in charge of the investigation is Manuela Ortiz and the two women are Jessica and Sharon looking for Jessica's brother; the 3 locations appear as FMV cutscenes

I thought the serial killer element was easy enough to guess, not many adventures have multiple murders in the plot line

Yup, which is why I guessed Missing, though I don't know the story in detail, and was going to guess Evidence TLR next...- I'd googled all the serial killer Adventures, of which you had already ruled out some, and I already knew it wasn't others.  



Bah. Now it's all back to the drawing board again...

If I remember correctly, in Simon the Sorcerer 2 you are trying to prevent a powerful magic user from being summoned back from the dead  :
...

At any rate, the game I have in mind is much more recent than that.

I was actually playing ECC and was right at the point when you are told you need to summon the witches back. Had to check a walkthrough to see if there was a tower.

You're in a dark room but you are not alone. You'd like to join those around you in what they are doing.
There is only one course of action to take, and it's not finding the lightswitch.
