The author definitely does not live in South Africa anymore. I believe he was in fact deported and the book the quote is from is part of his "revenge" (very not nice to the South African whites, especially those of British origin).

Okay, here's a hint. One of the author's better known books is Wilt, with follow-ups The Wilt Alternative and Wilt on High. This should make it exceptionally easy to find out who the author was and perhaps even what the book and city were called.

The other questions are which book the excerpt is from (it's the opening paragraph BTW) and what is the name of the city in the book (sounds a little like Pietermaritzburg but not quite).
