Phoenix Wallis – Senior Peace & Security Network Officer

Phoenix Wallis - click to enlargePhoenix, or Phoebe as her best friend, Sandra Pescara calls her – is the center of the action in Culpa Innata, and has her own mystery as well. She is originally from Adrianopolis, and survived the infamous bloodbath that tore apart the city and left it in devastated ruins. She was found alone, only three years old among the carnage by the Red Cross. Since her parents were presumed dead – victims like so many others of these terrible times. Phoenix was taken in by the liberating armies that formed the military nucleus of the developing World Union and raised by the state in one of the many Childhood Development Centers that were created to take over the role of raising, educating children into self sufficient productive members of the New World Union. Though she excelled academically, Phoenix had below average marks in social skills and in peer relations. Though her best friend is the epitome of success in this society, much of her friendly advice and help does little to advance Phoenix socially. She hopes that of she can bring this murder case to a successful conclusion, she will raise her HDI & social standing. Perhaps then, she can finally truly fit into her world.


Alessandra (Sandra) Pescara (Phoenix’s Best Friend)

Sandra Pescara - click to enlargeSandra is Phoenix’s best girl friend. They became friends at the downtown Adrianopolis gym, and meet regularly after work to shop, hang out or generally gossip about Phoenix’s job, people around town or Sandra’s personal life. Sandra works as a Sr. PR Specialist for ZAP, a leading clothing retailer and one of the frontrunners of the fashion world. She handles their entire PR in Adrianopolis, arranges fashion shows and client parties. As a result, she is in constant contact with the city’s jet set and tends to date only the most elite and wealthiest of men. Although she is very competitive on the job, off duty she is known for her charm, and friendly manner. She seems surprised at many of her best friend’s attitudes about life in the World Union and does her best to get Phoenix relaxed and in a more politically correct attitude. One thing she definitely believes, Phoenix needs to lighten up and try to enjoy men and life a whole lot more. Sandra has a bold attitude to life, men and living the fast track life in the World Union. And she isn’t shy about making her opinions known. Hanging out with Sandra is a wild ride in the game.


Dagmar Morssen (Phoenix’s Boss)

Dagmar Morssen - click to enlargeExtremely hardworking and competent, she runs the Immigration and Naturalization Center very well. Although she is at a relatively lower Human Development Index (HDI) than most of the other high officers in the area, and despite her sometimes “Politically Incorrect” manners, she is very well respected among the elite of the city. She likes Phoenix for two reasons: They share a similar past, and scars from the Great Economic War. And they are both competent and dedicated to their work. She thinks most of her other staff ended up as security officers by coincidence, not as a career choice. She is harsh to all her staff, including Phoenix. She does not have much personal life, but seems totally devoted to her career. Phoenix, an orphan, is consumed with earning any praise and recognition from her boss. Though the World Union has abolished families in a legal sense, most citizens have roots and a family, parents, and known origin. Except Phoenix… So Dagmar and the GPSN are the closest thing she has to a family.


Osmund Hamilton

Osmund Hamilton - click to enlargeOsmund Hamilton is the most powerful individual in the city of Adrianopolis. He is an Arrivee, as noted by the unique tattoo on his forehead and the head of the Adrianopolis GPSN. Which makes him Dagmar’s, Phoenix & Julio’s superior. He also is the founder of the Things Store Chain, which makes him a true elite among the top echelons. In the World Union, everything and everyone is organized, owned and operated by corporations. Being one of the most rapidly successful new businesses in the Union, The Thing Store ownership guaranteed Osmund Hamilton a meteoric and predictable rise to power. He is a strange character and little is really known about his background prior to the formation of the World Union, He is also the sole person who truly intimidates Phoenix’s immediate superior, Captain Dagmar Morssen. His personal charisma and hypnotic demeanor dominate those around him.


Julio Santa Dominguez (colleague and arch-rival)

Julio - click to enlargeJulio is an ambitious young peace security officer, who is junior to Phoenix and presumably under her authority. He is outraged when their boss, Dagmar Morssen names Phoenix as the lead investigator, placing her in charge of the investigation into the murder of Vassily Bogdanov, a recent immigrant and fairly new World Union citizen. He regards her below average social skills and awkwardness in the Society as ample reason to have passed her by and awarded him this choice assignment. Highly competitive and calculating, he will stop at nothing to undermine her efforts. Phoenix dislikes him intensely and tires of his constant jabs. At every turn of the investigation, one slip and Julio is there to exploit it.


Jean Michel Fremont (Phoenix’s Boyfriend)

Jean Michel - click to enlargeOtherwise refered to in World Union speak as her primary sexual partner, in truth Phoenix has never felt comfortable with this cold dispassionate view of relations in the World Union. She wonders if something is wrong with her, and wishes secretly that she could be more like her best friend Sandra about men. Meanwhile, the only person she sees on a personal basis is Jean Michel. And he really isn’t such a bad guy. He is an officer in the World Union army, clearly likes Phoenix and has an easy-going charm about him. Although his posting and duties at the base are usually relaxed, recently the entire base was placed on high alert. And he is beginning to show signs of some stress and fatigue. The reasons for this unexpected change in their alert status is unknown, as he is forbidden to reveal military information to any civilian, even a high-ranking GPSN officer like Phoenix.


Julius

Julius - click to enlargeJulius is a constant fixture at the GPSN and Immigration Academy. He pops up at random moments and can be seen patiently mopping the floors. One of the first “characters” you will encounter in the game, it is obvious from the first words out of his mouth that Julius is either mad, cryptic or perhaps really worth listening to. He rambles about his past, morbid events and rather strange philosophies. Phoenix is frustrated listening to him, but is also very curious how he is still there after failing the Academy entrance exam too many times to recall and certainly couldn’t pass the rigorous physical requirements to immigrate. Even her boss Dagmar seems perplexed about this odd character, Julius. In fact, no one is certain of his background, how he came to the GPSN or more amazing – how this bizarre man manages to be there at all.


Roger (Arnie) Arnett (Leading Adrianopolis Image Maker)

Roger Arnett - click to enlargeRoger or “Arnie” as everyone calls him, is a leading citizen in Adrianopolis and is an image-maker to anyone who wants to be “someone” in the city. He was also hired by the murder victim, Vassily Bogdanov (VB as Arnie calls him) to re-make his image, enhance his status and jump kick his HDI up several points. Anything to propel him further up the World Union hierarchy. Arnie is originally from London, and has a highly developed sense of style and taste. Everything around him, reflects his unique personality and position as a fashion leader in the city. He has a very high HDI score, but is unusually politically “incorrect” for a World Union citizen. Phoenix considers him an invaluable source of information for her investigation, but she frequently is shocked and even troubled by his pointed observations about her life, work and herself. Despite her discomfort, she is also drawn to his outspoken ways and independent thoughts on the World Union, its society and people.


Katina (Kati) Stavropoulos (Teacher at the Childhood Development Center)

Kati Stavropoulos - click to enlargeChildren in the World Union have “biological” parents who donate their respective genetic material. The resulting infants are conceived, develop and ultimately born in controlled scientific settings and perceived as an investment by their biological donors. All “parents” pay for the entire education of the child, and in return, the child pays them back with a percentage of their income until a certain age.  The CDC raises children to believe that the only thing they can rely on is the World Union. 

Kati is a senior teacher at the Adrianopolis CDC. Although she doesn’t have the highest HDI for her crowd, she is very happy about her work and considers it very important to the World Union and it’s society. She is shy, except with children, and she is very warm and supportive with her charges. She was also one of Bogdanov’s sexual partners and may have important information to help Phoenix uncover the truth about his death.


Janka Gabor (Secretary at the Adrianopolis University)

Janka Gabor - click to enlargeJanka is the secretary to a noted professor, Dr. Melvyn Spencer who dies under mysterious circumstances soon around the time Bogdanov was murdered in the rogue state of Russia. Dr. Spencer was a historian who specialized in the early days of the World Unions rise to prominence and global domination. Phoenix considers his death worth investigating in the course of her investigation and Janka may well have information that will help. Janka is the proverbial – loyal assistant to a great man. She admired Dr Spencer, lived vicariusly through his experiences and misses him greatly. Phoenix and Janka develop a natural friendship, largely due to Janka’s open-minded attitude and supportive personality.


Alicia Cordoba (Junior Sales Associate – The Thing Store)

Alicia Cordoba - click to enlargeThe thing Store has three sales clerks. Piper Darlington, the senior sales associate, Monica Lacour, self identified pro at attracting men, and the youngest of the group, featured here, is Alicia. Seventeen years old and fresh out of the Childhood Development Center, Alicia is a combination of naivety, youth, blind optimism all mixed in with a big shortage of common sense. She does seem to have a good recall for certain details, like people’s faces, which proves useful to Phoenix. However, Phoenix has a hard time tolerating Alicia, and her “airhead” comments about events and people.


Computer Doors

Computer Door - click to enlargeOut of the 53 characters, the lesser known are the assorted “computer doors” serving as a security device and official greeter for higher ranking World Union citizens at their home or office, the patient doors represent one challenge to Phoenix in pursuit of her case. Artificially patient and serene, wherever you go there they are.
